A poorly controlled gate can disrupt an entire project before the first task begins. Unauthorised visitors, delivery lorries arriving at the same time, pedestrians crossing vehicle routes and incomplete sign-in records all create avoidable risk. This construction site access guide sets out how project teams can control who enters, how they move around the site and what evidence is retained when conditions change.
For most construction projects, access control is not one product or one person at a gate. It is a practical system combining site layout, competent personnel, clear procedures and the right level of technology. The correct arrangement depends on the size of the works, the public interface, delivery volumes, project stage and the site’s theft or trespass exposure.
Start with a site access risk assessment
Access arrangements should be considered at mobilisation, not added after a near miss or theft. The principal contractor has duties to plan, manage and monitor construction work under the Construction (Design and Management) Regulations 2015. Site entry, vehicle movements and visitor control should therefore form part of the wider construction phase plan.
Assess where people can enter the perimeter, including formal gates, temporary openings, scaffolding access points and neighbouring boundaries. Consider the risks created by nearby schools, shops, occupied buildings, public footpaths and residential roads. A city-centre refurbishment may need a very different access plan from a secured industrial development, even where the project footprint is similar.
The assessment should establish who needs access, when they need it and which areas they are permitted to enter. It should also identify periods when the site is most exposed, such as early morning delivery slots, shift changes, weekends and public holidays. Control entry without delaying the programme
A secure gate must still support the working day. If access checks cause queuing onto a public highway or delay critical deliveries, teams may begin bypassing the process. The aim is controlled, predictable entry with a clear escalation route when something does not match the plan.
Every operative should be checked against an approved site record before entry. This can include confirmation of identity, trade, employer, competency requirements and completed site induction. Issue visible passes where appropriate, particularly on larger projects with multiple contractors. Passes are useful only when they are checked consistently and recovered when workers leave the project.
Visitors require tighter supervision. Their purpose, host, arrival time and departure time should be recorded, and they should not move around the site unaccompanied unless there is a documented reason to permit it. This is particularly relevant for clients, surveyors, inspectors and prospective tenants who may not understand changing site hazards.
A trained gateman or SIA-licensed security officer provides a visible point of control and can make informed decisions at the gate. Their role should cover more than signing people in. They need clear instructions for refused entry, aggressive behaviour, lost passes, out-of-hours arrivals, emergency services and suspicious activity. Briefings should be updated as work phases and access routes change.
Separate people, plant and deliveries
Vehicle management is often the most demanding part of construction site access. Delivery drivers may be unfamiliar with the location, under time pressure and operating large vehicles in confined spaces. A gate arrangement that is safe for pedestrians can become unsafe once reversing movements, lifting operations or queues of lorries are introduced.
Prepare a delivery management plan that defines booking slots, approach routes, waiting areas, turning space and unloading locations. Drivers should receive instructions before arrival, rather than relying on decisions made at the gate. Where timing or space is restricted, a traffic marshal can manage movements, communicate with drivers and prevent conflicts between vehicles and pedestrians.
Pedestrian routes should be physically separated from vehicle routes wherever reasonably practicable. Use barriers, signed walkways and designated crossing points rather than expecting people to judge safe gaps between moving plant. Routes must also remain usable in poor weather, low light and during changes to the site layout.
There is a balance to strike. Excessive barriers can force workers into longer, less convenient routes that are ignored. Too little segregation leaves safety dependent on attention alone. Regular inspections should check whether the routes on paper reflect how people are actually moving through the site.
Manage the gate line
The gate line should be designed as an operational area, not simply a gap in the hoarding. It needs suitable lighting, weather protection for personnel, visible signs, controlled pedestrian access and enough room for vehicles to stop without creating a highway obstruction.
Hoarding, gates and temporary fencing must be checked after severe weather, delivery impacts and any reported attempt at forced entry. Weak perimeter points invite opportunistic trespass and can expose the public to unfinished works. On high-risk sites, locked gates, anti-climb measures, monitored CCTV and alarmed access points may all be justified.
Use technology where it improves accountability
Technology should make access decisions easier to evidence, not add unnecessary administration. Digital sign-in systems can create a live record of people on site, help teams verify inductions and support emergency roll calls. They are particularly valuable where labour numbers change frequently or several subcontractors are working at once.
Remote-monitored CCTV can strengthen oversight at gates, compounds and vulnerable perimeter areas. It provides a deterrent, enables a response to incidents outside normal working hours and creates footage for investigation. Camera positions should be reviewed as the project progresses, because a view that protects a material store during groundworks may become obstructed once the frame rises.
ANPR, intercoms and remote gate controls can be effective on controlled delivery sites or vacant property projects, but they are not a replacement for judgement. A recognised vehicle does not confirm that the driver is authorised to enter a live work area. Technology works best when supported by clear operating procedures and trained personnel who can intervene.
Keep records that stand up to scrutiny
Site access records are not just a compliance exercise. They help establish who was present, whether a contractor was authorised, how an incident developed and which controls were in place at the time. In the event of theft, damage, a near miss or an insurance query, incomplete records can quickly become a commercial problem.
Maintain records of inductions, visitor logs, delivery bookings, access refusals, patrols, gate inspections and incidents. Where security officers, traffic marshals or remote monitoring are used, daily activity reports should be factual, time-stamped and available to the project team. This creates a usable audit trail rather than a stack of paperwork that is only reviewed after an event.
Review exceptions as well as routine activity. Repeated late deliveries, frequent lost passes, a rise in attempted entry or drivers ignoring instructions may indicate that the access plan needs adjustment. Good site control is responsive. It changes when the risk changes.
Review access through every project phase
Construction access requirements evolve rapidly. Early works may need strict protection of plant and fuel, while later phases may involve high volumes of fit-out trades, deliveries and client visits. At handover, access control must account for snagging teams, commissioning engineers and the transition to an occupied building.
Review the arrangements after material changes, including new work fronts, altered vehicle routes, changes in public interfaces or incidents. Short daily briefings can address immediate issues, while formal weekly reviews allow the project team to assess trends and agree practical improvements.
